Reopen Registration and Score-Entry Guardrails

A few changes that make running an event more forgiving.

Reopen registration after a draw is scheduled

Need to take one more team or fix a division after seeding? You can reopen registration once a draw is scheduled, make the change, and pick the draw back up.

Score-entry win-by-2 and threshold warning

When a saved score skips win-by-2 or comes in under the point threshold, score entry flags it with a soft warning instead of accepting it silently.

Photos are optional in setup

The event-setup navigator marks Photos as optional, so it no longer blocks your progress through setup.
